Synopsis:

Chow Ching Lai (Nicholas Tse) works at Customs and has a good relationship with his superior and mentor Cheung Wan Nam (Jacky Cheung). Despite pressure from above including his girlfriend (Karena Lam) who is an assistant commissioner, Cheung recommends Ching Lai for a joint operation with Interpol concerning a major arms smuggling case. Ching Lai works with Thai intelligence agent Ying (Cya Liu) to infiltrate the arms trade network and track down the mastermind known as Dr. Raw. However, Dr. Raw strikes back and ambushes a Customs warehouse.
